On September 17, 1787, the delegates met in Philadelphia, Pennsylvania and signed the Constitution. Two delegates, however, refused to sign it because of the lack of a Bill of Rights. In 1891, The Bill of Rights was amended, and later came part of The Constitution. I'm with the two delegates who refused to sign The Constitution because of the lack of a Bill of Rights. They knew a Bill of Rights was needed for our freedom. Because there is no Bill of Rights in this app, The Constitution is incomplete. ★★.
