You can use the built-in TTS-engine, the settings of which can be found in "Settings - Language & input - Text to Speech." If you select "Synthesizer Google's speech" check to see if "voice data" for Russian language.
A possible way could be: Settings - Spec. Opportunities - Speech synthesis - (cog next to "Google-speech") - Install voice data - Russian (Russia)
