How to install Libyan apps v2.8.2 on Android API 16+

- Grab com.vs.appmarket.libya_282.apk — hit the Download button above (4.5 MB). If your browser warns about APK files, choose Keep or Download anyway — that warning fires on every APK, not just this one.
