Disporre di dati aggiornati sugli aspetti quantitativi e qualitativi del fenomeno è il presupposto indispensabile per poter intervenire e progettare azioni mirate e coordinate. Gli interventi più efficaci sono risultati quelli che hanno portato avanti politiche integrate tra i vari soggetti.
