ELAPAS, is the Sucre Local Drinking Water and Sewage Company. Founded on September 2, 1965 by Supreme Decree No. 7309, it was reorganized on November 24, 1972 with DS 10601 and modified its legal status on August 1, 1985 with DS 21021. Since then, it became a decentralized public company of the municipality of Sucre, with legal personality, its own assets and autonomy for operational and administrative management, under the supervision of GAMS. Its mission is to provide drinking water and sanitary sewage services to the community of Sucre.

ELAPAS has an Operating License in Sucre, granted by the Drinking Water and Basic Sanitation Authority (AAPS) and signed with the Water Superintendence of the Republic of Bolivia. It is under the regulation of the Ministry of Environment and Water, especially in drinking water and sanitary sewage services.

The legal headquarters of ELAPAS is located in Sucre, Oropeza province, Chuquisaca Department.
