The command block is a block that allows you to add and use commands that in chat would not work. Currently, you can not get in survival mode without using cheats. It is used primarily in multiplayer servers and made maps (such as adventure).
A command block can execute commands when activated by redstone power. You will always have all the permissions, so they can be used to allow the specific use of a command by players who can not use the command in general (for example, allowing someone to obtain a specific item with give, without activating all the command give for whatever they want).
