Using device_idle_constants under global settings, nougat can doze sooner than usual, and with specific settings. No root required. The screenshot is the drain of 4% battery over about 7 hours of sleep, which equates to about -0.57% an hour sleeping.

This app does require the secure settings permission. The app will tell you have to do this via ADB.
