Tahlil lughat means reading لاإله إلاالله (Lailaha illallah) like Tasbih means reading سبحان الله (Subhanallah), Tahmid reading الحمد لله (Alhamdulillah) and so on.
Arabic mostly has a meaning other than lughowi (language) also has a meaning in terms or urfi.
